Has anyone else found that the 20% recommended fat intake is a little low? It seems like other things I've read recommend closer to a 30% level, especially if you are trying to gain muscle. For someone on the level II plan (2,400 calories), 20% fat is only about 53 fat grams a day. I was thinking of increasing my healthy fat consumption to about 30%. Any thoughts?

20% fat a day is a good healthy number. You may go over it some days but you really want to shoot for 20%. You do need good fats, but not to bulk up your muscles. If you want bigger muscles you need protein. Limit your bad (saturated) fats and try to replace them with good (mono/polyunsaturated). But don't go out of your way to add fat just because. At the end of the day fat is still fat and needs to be taken in moderation.
